Park project runs into the rough: Residents concerned over proposal to develop land across street from Schenectady golf course.

Byline: Mike Goodwin

Jan. 9--SCHENECTADY -- As predictable as a duffer slicing his first drive of the year, any suggestion of private development at the Schenectady Municipal Golf Course or on surrounding parkland will trigger controversy.

A number of residents who live near the Oregon Avenue course are urging the City Council to reject a new plan for the Woodlawn neighborhood that would allow the development of housing on a six-acre tract of land across the street from the course that was most recently used as a garage for the Parks Department. Harold Wusterbarth of nearby Daniels Avenue said he opposes development of the land and warned that the city …

Nail-clipping on the bus can get under your skin

Well yes, it was a ridiculous argument, butit was OUR ridiculous argument.

My pal and I were locking horns on the issue of personalgrooming and grossness. To wit: if you got on the bus, took a seat, and then saw a pair of nail clippers left on the seat, would you begrossed out?

Her reaction was considerably more lenient than mine. I foundthe thought of sitting next to a casual clipper hideous. She, onthe other hand, kind of shrugged her shoulders and said, "Publicclipping's not so terrible. I mean it doesn't involve fluids.Granted, on toes it would be a problem, but really, it's just sodry."I found that amazing. So I set out to see how others felt. Tosee if I …

Hearts, drums beat for Old Glory; 3-ton, 22-foot motorbike, Uncle Sam on stilts are part of Troy's annual homage to the flag.(Capital Region)

Byline: COLIN McDONALD Staff Writer

TROY - Riding a 22-foot-long motorcycle is not the worst way to traverse the three-mile route of the Troy Flag Day Parade.

The 39th annual parade was the Troy debut for the 6,000-pound diesel motorcycle built and driven by Aaron Burbick, 70, of Hoosick.

"He does it for the crowds," said Joyce Glaspell, a friend of Burbick who rode in the back seat of the tricycle and had to yell over the rumble of the bike's engine, which Burbick took from a cement truck.

To answer the two questions repeatedly hollered from the crowd: The bike is a 671 Detroit diesel engine. And no, it can't do a wheelie.

Jenn Stuczynski breaks American pole vault record

The sweltering heat of southern California brought out the best yet in Jenn Stuczynski.

The 25-year-old from Churchville, N.Y., broke her American record in the pole vault at the Adidas Track Classic on Sunday, outshining Tyson Gay's sweep of the 100 and 200 meters and other strong performances by a powerhouse field at the Adidas Track Classic.

Stuczynski cleared 16 feet, 0 3/4 inches to break the mark of 16-0 she set last year in the Reebok Grand Prix in New York. Only world record holder Yelena Isinbayeva has gone higher. Stuczynski missed three times at a world record 16-5 1/2.

"I feel like she is within sights," Stuczynski said of the …

Responding to the Demands Of Mobile-Banking Consumers.

Given the rapid growth of the mobile-banking market, the time is right for competitive institutions to deploy enterprise cross-selling options. There is no doubt that mobile devices will change the way banks of all sizes do business and interact with consumers; the question to be answered is: How? Will mobile banking strengthen relationships and increase wallet share or commoditize the banking industry? Both consumers and larger financial institutions are embracing mobile-banking technology, as evidenced by the remarkable pace and momentum building in the marketplace. Basic mobile functionality will soon be expected from all institutions.

While Internet banking has taken more than a decade to mature, mobile banking is developing much more quickly. In the mobile world, banks that wait to implement sophisticated cross-selling techniques will miss much of the opportunity. Cross-selling and, more recently, enterprise cross-selling are critical tools for increasing wallet share and deepening customer relationships. Regardless of the channelbranch, online or mobileconsumers can actively accept the products they need when they need them. In the online world, a few financial institutions are now beginning to master the art of cross-sell offers, utilizing institutional knowledge to improve offers, and even making offers based on behavioral targeting.

There are many challenges to cross-selling in a mobile environment. To begin with, the size of …

ALBANY COUNTY BUCKS NATIONAL HOME SALE TRENDS.(Business)

Byline: Elizabeth Lesly Business Writer

Albany County is bucking a national and regional real-estate trend, but in a rather unenviable way.

While sales of existing homes dipped nationally and plunged in the Northeast and in New York state, Albany County and the Capital District as a whole saw sales volume dead level with last year's first- quarter figures.

So far so good.

But while the median prices of homes rose a healthy 5.2 percent at the national level, Albany County saw a 4.3 percent decrease in average home prices in the first quarter.

PRAYING MOTHER

AUBURN, Alabama — An Alabama woman who was indicted for manslaughter after praying for the healing of her sick son rather than …

Surviving the process of collaboration

When good players with different musical backgrounds and personalities gather together to make music, an environment thriving with ideas and inspiration soon transpires. By "jamming", these ideas are sorted, assembled, and arranged into masterpieces bearing a certain "sound" or "band chemistry". In a perfect world this would be a fairly painless progression, but more often than not, when dealing with a group of artists who feel passionate about their contribution to a particular project, a serious conflict of egos can arise.

In a collaborative songwriting effort, the obvious main importance is that the band members respect each other's ideas. Although each musician is normally responsible for writing his/her own parts for their instrument(s), it's not unusual for any given player to bring in a part for an instrument other than his/her own. For example, a bassist may bring in guitar ideas, or a drummer may come up with keyboard parts, resulting in an abundance of different ideas that can work nicely in a song. The question is - how do you choose the right part for the song without offending anyone? After all, an artist's creative input is something that is very close to his own heart. It is a piece of him/her that represents his/her talents and abilities.

As a band, make an effort to sit down and listen to each individual idea and make a democratic decision as to which one fits the context of the song or the genre in which the song will be marketed. Each player's idea should receive due consideration. Open discussions can relieve any underlying creative tension that may exist within the group. If the source of the tension is not dealt with promptly, it will only be a matter of time before the band breaks up citing irreconcilable artistic differences. There was an incident in one of my former bands where it had escalated so much over time that a couple of my band-mates ended up actually writhing around on the floor trying to punch each other out. One of the guys stumbled to his feet, exchanged some niceties with the rest of us, and stormed out of the rehearsal spot. That was several years ago and the last time I ever saw him. If your idea happens not to be the chosen one, try to keep a thick skin. Chances are that you'll use it later, anyway - maybe in a side project.

The other area of importance that needs to be discussed with your band-mates, before you start writing as a collective, is how song ownership will be split up. Usually, there will be one or two members of the band who take the ideas (musical or lyrical) and build the skeletons of the songs. They will undoubtedly feel they are entitled to a larger percentage, which is only fair. However, when song structures are created and arranged on the spot, each member should receive an equal share. Whatever the case, always be reasonable to each other. The songwriting portion of the workload required to make your band successful is just the tip of the iceberg. The trials and tribulations of spending endless months touring across the country (for not much else than a bag of carrots and a jar of peanut butter a day) in support of album sales warrant each player their fair share of the pie.

Although the advice in this column seems to be just a whole lot of common sense, we all know how easily emotions can overcome civility in certain types of situations. Collaborative songwriting can result in the birth of some of the most magical, original music, but it shouldn't leave your band a casualty of the "too many cooks in the kitchen" syndrome.

EMPORIA STATE CAMPUS REACTS TO DISASTER IN JAPAN

EMPORIA, Kan., March 11 -- Emporia State University issued the following news release:

As the United States awoke this morning (March 11, 2011) to news of a devastating earthquake in Japan and a tsunami pushing across the Pacific Ocean, the Emporia State University campus community began reaching out to its international students.

"Our thoughts are with our students from Japan as they await news from their loved ones back home," said ESU President Dr. Michael R. Lane. "We share their burden and will look for ways in which we can help."

The university's counseling center in 211 S. Morse Hall is open from 8 a.m. to 5 p.m. weekdays, according to Jaque Schmidt, director of student wellness. Anyone wanting to talk may call (620) 341-5221.

At least one counselor who is on vacation has volunteered to come in if needed, Schmidt said.

"We encourage everyone to reach out to the students and anyone on campus who might be affected," Schmidt said.

Meanwhile, the Office of International Education is reaching out to the 44 students from Japan enrolled at ESU. Information from a partner university in Japan about how to find out information has been forwarded to the ESU students, according to Harry Imbeau, director of international education.

That information from Miya Y. Tomita of the Massachusetts office of the Sakae Institute includes a website that lets people leave voice messages linked to their phone numbers. People can search for numbers on the website and hear any messages that have been left. The website is https://www.web171.jp/top.php.

"Messages from severely damaged locations get priority," Tomita said in an e-mail.

Right now, she said, it's difficult to get through to Japan on phone lines. Internet and Skype is working for most parts of the country, but not the areas where the quake and tsunami originated. CF Davis leads the way to CWS for Southern Miss

Bo Davis is the perfect leadoff hitter for Southern Miss.

The senior center fielder showed why he is so suited for the role after he returned to the leadoff spot for the postseason and sparked the Golden Eagles' shocking run to the College World Series. Davis has used his speed, power and actor's sense of timing to set the tone for a team long ago written off.

"I enjoy it a lot," said Davis, who was temporarily moved to the No. 3 spot after an injury early this year. "You've got your 2, 3 and 4 hitters coming up behind you, so typically a pitcher's going to come after you to get you out. He can't let you get on. That's a great battle mentality. They're throwing their fastballs at you and you either square up and hit them or get out. I like that aspect of it."

Davis has been winning those challenges as the Golden Eagles have gone 5-1, including a two-game sweep of Florida, on their way to Omaha and a first-round matchup Sunday with top seed Texas.

He has hit .435 since NCAA play began with 10 hits in 23 at-bats, nine runs, four homers, six runs batted in and four walks. He's been a constant source of consternation to opposing pitchers with just one hitless game in that span.

"That's the way I like to play it _ aggressive, all out all the time," Davis said. "And definitely leadoff is a good place to do that because everywhere else maybe they're throwing you off-speed pitches. In the three hole I had to be a lot more patient whenever I was in there because you get a lot more off-speed stuff."

So do the Golden Eagles (40-24), who are this year's feel-good story. Once thought out of the postseason race, Southern Miss has pulled off a string of improbable victories. It's been an emotional run since coach Corky Palmer announced his retirement in April.

At the time, it looked as if Southern Miss' streak of six straight regionals was over. But an appearance in the Conference USA championship game gave the team the boost it needed to sneak into the postseason. Since then Davis and his teammates have found ways to get out of every jam and deficit.

Texas (46-14-1) may be their toughest challenge yet. The Longhorns specialize is shutting down the opponent with wicked pitching.

"I think the thing that makes them special is that pitching will wear you down," Palmer said. "You don't want to be behind when that closer (Austin Wood) gets in. He's tough."

The Longhorns will walk with a swagger into Rosenblatt Stadium. Their staff earned-run average is a suffocating 2.84 and opponents are batting .222 against them.

Wood, a fifth-round pick by Detroit in the Major League Baseball draft, is 5-1 with 15 of the team's 18 saves. He's just one of nine Longhorns pitchers with an ERA of 3.52 or less.

"Confident" was a word uttered often by Texas players this week.

"I feel really confident going up there and I think we're going to have a really special time up there," said freshman Austin Dicharry, who was 8-2 this season with a 2.40 ERA.

"I'm not really nervous. It's on a bigger stage, of course, but I think we're going to handle it just fine."

First off, though, they'll have to handle Davis, something opponents have struggled with no matter where in the lineup he's batting. He's hitting .371 this season, leads the team in slugging percentage (.649) and has an on-base percentage of .488.

He has 14 home runs, 10 steals, 53 RBIs and has walked (43) more times than he's struck out (40).

"Bo first of all is like a five-tool guy," fellow senior Brian Dozier said. "He can hit for power and doubles, but he's also got the speed to be a leadoff hitter. Hitting two hole behind him is really awesome to me because of the fact when he gets on base so much, he's a threat to steal, so you get a lot of fastballs. They're not going to feed you all this off-speed stuff because they're trying to throw him out."

Research and Markets Adds Report: IPTV In Latin America: Opportunities & Forecasts, 2010 - 2015

Research and Markets has announced the addition of the "IPTV InLatin America: Opportunities & Forecasts, 2010-2015" report to itsofferings.

In a release, Research and Markets noted that report highlightsinclude:

Growth of IPTV in Latin America Developments and Forecasts

High-speed broadband connections are becoming increasinglyubiquitous around the world. This impressive growth momentum islargely fuelled by technological advancements, strong competitionbetween telecoms operators and aggressive marketing campaigns. Witha growing broadband subscriber base on operators' books, companiesare looking to offer additional products and services that cancapitalise on opportunities presented by broadband capabilities.

The lucrative pay-TV market was traditionally separated fromtelecoms services, but, in recent years, there has been a heightenedconvergence between the two industries due to proliferatingbroadband connectivity. Telecoms operators are eager to venture intothe pay-TV industry via Internet Protocol Television (IPTV) servicesas a means to boost revenues by increasing number of servicesdelivered on companies' existing network infrastructure.

Although the line between the broadcasting and telecomsindustries is blurring, regulations have not kept up and this hassignificantly impacted the growth of IPTV services in Latin America.Consequently, more conventional forms of pay-TV services such ascable and satellite continue to dominate the region.

Market Overview:

Looking at the Latin America region, BMI notes that positivedevelopments have been made due to governments and companies'ongoing efforts to advance changes to existing IPTV regulations, albeit at a gradual pace that sometimes borders on the verge ofstagnation. For example, Brazil's Bill PLC 116 (previously known asBill PL 29) has been in the making for more than three years. However, at the time of writing, the set of regulations, which wouldallow Brazilian telecoms operators to offer IPTV services and enablegreater participation in the country's pay-TV industry from foreigncable companies, has yet to be approved. Companies in othercountries in the region are also facing similar challenges and arestruggling to take advantage of Latin America's growing broadbandsubscriber base.

This report estimates that there were less than 400,000 IPTVsubscribers in the Latin America region at the end of 2010, but thisreport expects this to increase due to operators' eagerness tocapitalise on the increasing internet connectivity and the lucrativepay-TV market. However, BMI does note that there are mixed risks tothe report's forecast scenario as the nascent industry is heavilydependent on how quickly regulations are amended to allow companiesto expand products and services.

Nevertheless, this report identified that there are significantgrowth potential in Latin America as the report's forecasts for thenumber of IPTV subscribers represent only a small percentage of theregion's total population.

While IPTV tries to play catch-up with cable and satellite pay-TV services, BMI is also aware of the presence of alternativeservices that could threaten IPTV's growth potential. Specifically,Over The Top (OTT) services, which enable subscribers to accessmedia content via a wide variety of internet-connected devices suchas personal computers and smartphones, are rapidly gaining traction, forming another key risks to the IPTV growth forecasts.

Joy of free TV

This Sunday will be a major television-viewing day for millionsof Americans. Most of them will pay to have Fox's broadcast of theSuper Bowl beamed into their homes. But I won't.

Why would I? I haven't paid for TV service since October 2009.

At the time, this exercise in what TV-industry types call "cordcutting" was just an experiment: Could my wife and I get by withonly over-the-air broadcasts and Web video? Sixteen months later, the experiment has become a habit for us. And for many others: Cableand satellite services lost almost 250,000 viewers over two quartersof last year.

It helps that we've conducted it under favorable conditions. Evenwhen we paid to get our dozens of channels via satellite, we watchedvery little of that selection: some network sitcoms and dramas (fewof which we tuned into with any regularity), sports and theoccasional movie.

Meanwhile, we have good over-the-air digital-TV reception at ourhome, plus a fast FiOS Internet connection that can easily streamhigh-definition video off the Web.

And we bought the right TV. I followed my own advice, getting aset with "connected TV" software that can play video and audio fromsuch sites as Amazon, Netflix and Pandora. This Sony also includes anifty and free but rare feature called "TV Guide on Screen," whichlets us see what's on the air by browsing through a simple programgrid.

Relying on over-the-air broadcasts may sound like a throwbackhabit, akin to baking your own bread, drying your clothes on a lineor owning a manual typewriter. (Note: All of those descriptionsapply to me.)

But the transition to digital TV has made this far more viablethan before, providing outstanding, high-def picture quality andbonus channels from local stations to those blessed with goodreception.

So network fare has been no trouble to replace. The ABC, CBS, Foxand NBC affiliates all come in clear, and PBS stations MPT and WETAare almost as good (although sometimes we've had to reposition the$13 rabbit-ears TV antenna next to the set to tune in some of them).

Recording programming has been less enjoyable. The DVD recorder Ibought in 2009 tunes in the same channels but only does so instandard-definition quality - and having to program in recordings,VCR-style, by specifying a time and a channel instead of selecting ashow off a TV Guide on Screen grid, is so irritating that I rarelybother.

I could have fixed this issue by adding a digital-TV tuner to acomputer but opted not to. Instead, the Web has become our DVR: Ifwe miss a show, we just watch it on Hulu on a computer.

Sports have been a stickier issue. Much of that programming isconfined to pay channels - and online services such as Major LeagueBaseball's MLB.tv generally limit you to watching live games of out-of-town teams, not your own city's. As a result, I watched moreNationals games in the ballpark than on TV last year. Then again, wegot used to hearing games on the radio during the team's first yearin town, when most TV services did not carry its fledgling sportsnetwork.

And the selection of games viewable online has kept improving.ESPN's ESPN3.com has allowed me to keep up with Georgetownbasketball, while my wife was pleasantly surprised to be able towatch the U.S. Open online for free - even on an iPad.

Movie viewing might be the most frustrating part of ourtransition to free TV. We've had a more reliable selection ofcontent at the local library than over the Web. The big studios'insistence on protecting every other movie-viewing business beforemaking their content available online has left the likes of Amazonand Netflix with a weirdly limited menu of titles. Worse, popularfilms routinely vanish off the online shelf at preset dates.

This also applies to shows on non-broadcast channels, too.Netflix will gladly mail me a DVD of a "Mad Men" season, but I can'twatch the same episodes via the Netflix app on my TV.

Hollywood is going to have to get over its fear of Webdistribution unless it's happy with continuing to cede the onlinemarket to file-sharing.

I expected that we'd watch less TV when we no longer had anypsychological need to justify the bill. That has certainly happened -but the arrival of our daughter last summer has cut down on our TVtime anyway and given us plenty of other places to spend the moneyonce devoted to TV.

Yes, you can't overlook the financial issues here. The total ofwhat we would have paid to keep our old TV service over the past 16months, not even factoring in price increases? $1,120. Not having tounderwrite a TV business model that denies customer choice?Priceless.

SUCCESSFUL INVESTING: Corporate troubles fading gradually at Time Warner

Q. I'm a fairly aggressive investor and own a few media stocks, including Time Warner Inc. What is the outlook for the company? -R.A., via the Internet

A. There's always plenty going on at this media and entertainmentgiant, though not all of it has benefited shareholders.

While "Million Dollar Baby" hasn't been the box-office smash that"Lord of the Rings: The Return of the King" was a year ago, theboxing film directed by Clint Eastwood did take home four majorawards on Oscar night. "The Aviator," another of the company's films, also was a big winner.

Meanwhile, nagging corporate problems are being graduallyresolved.

The firm, without admitting or denying guilt, agreed to pay $300million to settle Securities and Exchange Commission charges that itinflated AOL advertising revenue and overstated total Internetsubscribers. This money is to be distributed to investors harmed byits actions. In addition, the firm's latest annual report includesrestated financial results for the period from 2001 through 2003.

Time Warner (TWX) shares are down 10 percent this year, followinglast year's 8 percent gain. The company doubled its net income in thefourth quarter, although sales were up less than 2 percent. There'sbeen strong growth in online advertising.

Recent news that Viacom wants to split into two separate unitsrevived interest in Time Warner stock based on hopes that it mightconsider something similar. However, management responded that AOL isa growth asset it wants to keep.

The AOL and Time Warner merger has been one of the most reviled ofall time, yet the company remains a powerhouse.

AOL, even with an eroding subscriber base, is the world's largestInternet service provider. Time Warner Cable, though facing anonslaught from satellite video, is the second-largest cable operator.CNN, TNT, the TBS Superstation, HBO and Cinemax are famous brands, along with magazines such as Time, People and Sports Illustrated.

The consensus recommendation Time Warner shares is a "buy,"according to the First Call research firm. That consists of seven"strong buys," nine "buys" and eight "holds."

Its expected growth rate of 10 percent this year is the samepredicted for the broadcasting and cable industry. Next year'sexpected growth rate of 17 percent compares to the 18 percentforecast industrywide. The five-year annualized growth rate of 11percent for the company trails the 12 percent expected of its peers.

Q. What's the easiest way to invest in individual foreign stocks? -V.H., via the Internet

A. About 1,500 foreign stocks are available to retail investorshere as American Depositary Receipts, or ADRs.

Nearly one-third of those ADRs trade on the NYSE, AMEX or NASDAQ,and they must comply with generally accepted accounting principles,Sarbanes-Oxley disclosure rules and requirements of the exchange. Youbuy them as you would any other stock on the exchange.

The rest, even though they may not necessarily represent smallcompanies, trade over the counter as pink sheets and needn't meetthose financial requirements.

"The ADR basically serves to 'Americanize' foreign investingbecause not all brokers could help you directly access foreignmarkets and may charge a higher commission to do so," explained JulioLugo, vice president of broker and institutional marketing for TheBank of New York. "In addition, with ADRs the dividends are in U.S.dollars, all the information you receive is in English, and tradingtakes place during regular U.S. trading hours."

Fed: Brown says Labor not going nearly far enough

Greens leader BOB BROWN says Labor's proposed amendments to the free trade agreement
legislation don't go far enough.

Senator BROWN says the proposed amendments will fix less than 10 per cent of problems
with the agreement.

Opposition leader MARK LATHAM has announced Labor will support the FTA but will push
for changes to protect the Pharmaceutical Benefits Scheme as well as local content quotas
on Australian television.

Senator BROWN says there needs to be further amendments to ensure against a price hike
for pharmaceuticals, protect manufacturing jobs and water rights, and to provide for an

Mr Howard said he backed a threat from the sports commission to withhold funding fromCricket Australia if Warne trains with his sides.

SA: State govt and councils sign power deals

ADELAIDE, April 14 AAP - The South Australian government and the state's Local GovernmentAssociation (LGA) have combined to sign electricity contracts worth $70 million.

The contracts provide for Origin Energy and AGL to supply power to 4,000 governmentand council sites over the next three years.

They will save both levels of government money following big increases in the costof power after SA entered the national electricity market this year.

Administrative Services Minister Jay Weatherill said the state government and the LGAhad been working on securing the deal for the past 12 months.

"This is a standout example of how the state government and the councils can work togetherto do things differently," he said.

"With the state entering the national electricity market the outcome of these contractshas meant that additional funds will not need to be redirected from other essential services."

China's new rules aiming to bring order to Internet cafe industry carry heavy political overtones

00-00-0000
Dateline: BEIJINGChina has passed harsh new restrictions on Internet cafes, banning minors and demanding operators register users and keep records of what information they access on line.

The regulations, which take effect Nov. 15, impose tougher safety standards and requirements for licensing businesses that provide computers and Internet access to users who pay by the session. Smoking is to be banned, no cafe can open within 200 meters (124 feet) of a school, and all must close by midnight.

Though the rules were prompted by a deadly fire in an Internet cafe, they point to long-held fears among China's communist leaders that the Internet could nurture subversion.

According to a copy of the regulations issued by the official Xinhua News Agency, operators must post a sign warning users not to access sites or download information about a long list of subjects, many of them politically sensitive.

Sites offering gambling, prostitution, pornography, crime and violence are banned. But so too are those that "harm national unification, sovereignty and territorial integrity" _ a reference to advocacy of independence for Tibet, the western region of Xinjiang and self-governing Taiwan, which China claims as its territory.

Other sites forbidden are those that harm ethnic unity, incite racial hatred, sabotage social stability, undermine the government's strict rules on religious expression or popularize cults and superstition.

Some banned areas are almost too broad to be defined, a common feature in the Chinese legal system that allows prosecutors to define public information as state secrets. The rules forbid information that "threatens national security or harms national dignity and national interests," as well as that which "opposes basic constitutional principles."

Operators must keep records of users and the sites they access on record for two months and provide the information on request to police and regulators. Violators face fines of up to 15,000 yuan (US$1,800).

Xinhua said the rules aim to bring order to an industry that has expanded rapidly with little regulation.

"The business order is chaotic, safety is a problem, fires have occurred and the health and safety of the broad masses of the people, especially the young, have been seriously harmed," it said.

While China wants to develop the Internet to aid its growing economy, it has taken unprecedented measures to keep it from becoming a resource for free exchange of information and ideas. China has more than 45 million Internet users, most of whom gain access from connections at home or in the office.

Already, China operates a special force to police the Internet for content deemed subversive. Unknown scores of Websites are blocked due to their content and such Internet staples as the search engines Google and AltaVista have been shut off to users in China because they permitted access to information on the banned Falun Gong spiritual movement and other sensitive topics.

Many of the regulations, including the requirement to register information users access, were already in force in Beijing.

All of Beijing's Internet cafes were shut after an August fire in a cafe in the capital's university district that killed 25 people. Other parts of the country followed suit, although most have since allowed cafes to reopen.

The fire prompted a storm of criticism of Internet cafes in the official media, especially the claim they were corrupting young people with computer games. Many cafes simply linked computers to allow users to play against each other _ a practice banned under the new rules.

Fed: Anonymous letter sparked biggest corporate raid

CANBERRA, April 24 AAP - An anonymous letter typed on lime green paper was responsiblefor sparking Australia's largest corporate raid by the competition watchdog on petrolgiants.

Australia Competition and Consumer Commission (ACCC) investigators today began examiningdocuments seized during raids on Caltex, Shell, Mobil and independent oil companies, lookingfor evidence of price collusion.

The raids were carried out yesterday on the offices of the oil companies in Sydney,Newcastle and Melbourne.

They followed a tip-off by a whistleblower.

ACCC chairman Professor Allan Fels said a woman had sent an anonymous letter to thecommission in December last year detailing price collusion.

In an attempt to find the woman, the ACCC placed ads in a newspaper, and she respondedwith more information.

"We would have preferred even more than what we got," Prof Fels told ABC Radio.

"But she has provided us backup to a couple of letters, a few documents which, unlessthey are a compete fabrication - and we don't believe that's at all likely - would indicatethat there are some questions for oil companies to answer as to possible communicationsbetween them concerning some price rises."

He said the woman's husband did contact the ACCC.

Prof Fels said 90 ACCC staff, lawyers, investigators and information technology expertswere involved in the raids.

He said the ACCC did not yet have proof of illegal activities.

"The commission has formed the belief that there may have been a breach of the TradePractices Act, or breaches," Prof Fels said.

"We're looking for evidence of communications between the oil companies and there isat least one suggesting that may be the case."

ACCC's NSW regional director Rose Webb said the whistleblower's first point of contactwas a neatly typed letter on lime green paper.

"We obviously checked out all the information that she included in her letter and itdid seem to all add up in terms of the name and people that she mentioned and detailsshe had given," she told ABC Radio.

"It was clear that she was an insider in the company and she had details of documentsthat existed in the company and she later did provide us with some documents."

Motoring organisations had complained of price hikes over the Easter holiday period.

Prof Fels said the ACCC was likely to use its powers to interview witnesses and itwould take weeks to look at the evidence.

"It is likely that there will be a follow-up in terms of using our powers to crossexamine witnesses from oil companies and so on," he told the Nine Network.

Fed: Australian suicide statistics drop for third year

MELBOURNE, Dec 12 AAP - Australians must not become complacent about youth suicide
despite a drop in numbers for the third successive year, a youth help organisation said
today.

Here For Life executive director Andrew Kay said figures released this week by the
Australian Bureau of Statistics (ABS) showed the number of youth suicides in Australia
last year was 338, compared to 380 for the previous year.

"We need to be vigilant, really, not to be complacent, to continue to work hard at
reducing rates even further," Mr Kay said.

"Even one loss of life is one too many.

"And on a world scale we are still very high. For males aged 15 to 24, we are number
10 in the world."

Mr Kay said young Australians in rural communities were still having problems accessing
counselling and information.

"The youth suicide rate has been noticeably higher in rural communities where there
is a population of less than 4,000," he said.

Mr Kay said figures had dropped in the major population centres in both Victoria and
NSW since 1997, largely because Australia's largest youth suicide prevention groups were
active in those regions.

Election Beazley (CANBERRA)

Opposition Leader KIM BEAZLEY says Prime Minister JOHN HOWARD is under pressure to
call an early election to resolve economic uncertainty.

Mr BEAZLEY says he believes the government should run its full term to the end of the year.

But he says Mr HOWARD effectively brought on the federal election early with the Ryan
by-election in March.

He says that since then, people have watched the prime minister backflipping and pirouetting
while apparently in full election mode.

He says that's created uncertainty in the community and among businesses, putting pressure
on the PM to bring things to a head earlier.

Mr BEAZLEY says he also wants to know the reasons behind the federal government's decision
to block Shell's $10 billion bid for Woodside after months of dithering.

Tax Beazley (CANBERRA)

Opposition Leader KIM BEAZLEY says dramatic rises in the cost of services have exposed
more lies about the GST.

Australian Bureau of Statistics figures show many services have risen by more than
the 10 per cent GST.

House and car insurance rose by 38.5 per cent between July 2000 and March 2001, well
above the predicted seven per cent rise.

Sports fees went up 12 per cent, hairdressing 11.7 per cent, electricity 12 per cent,
public transport and taxi fares 11 per cent, takeaway and restaurant meals 10.4 per cent,
and cigarettes 18 per cent.

Mr BEAZLEY has told the Seven Network that Labor's GST rollback would depend on available
resources because it doesn't want to solve one problem by creating another.

Immigration Ruddock (Canberra)

The federal government is defending its decision to boost migrant numbers amid predictions
of rising unemployment in the current economic climate.

Immigration Miniser PHILIP RUDDOCK says half of the skilled migrants entering the country
are seeking jobs unable to be filled by Australians.

Australia's immigration program is to rise by 6,000 places to 85,000, to offset an
anticipated drop in population growth.

During an interview on the Nine Network, Mr RUDDOCK sidestepped the question of whether
the government could provide tax concessions or other measures in the May Budget to encourage
people to have children.

China Ruddock (CANBERRA)

Immigration Minister PHILIP RUDDOCK has rejected suggestions that tension between Australia
and China could disrupt cooperation on combating people-smuggling.

Mr RUDDOCK says Australia has a very good relationship with China on dealing with people
who enter Australia unlawfully.

He's told the Nine Network that a sound relationship is important even though there
will be matters of agreement and disagreement between the two countries.

US President GEORGE W BUSH created a storm after an arms sale to Taiwan and a promise
to back Taiwan in any military conflict with the mainland.

Prime Minister JOHN HOWARD then brought Australia into the furore by saying he thought
Mr BUSH understood regional tensions, prompting the Chinese Embassy in Canberra to label
his comments inappropriate and unhelpful.

G7 (WASHINGTON)

Finance leaders from the Group of Seven wealthy industrial countries have pledged to
remain vigilant and forward-looking in a bid to fight the global slowdown.

The finance ministers and central bank presidents from the United States, Japan, Germany,
France, Britain, Italy and Canada have promised to pursue appropriate policies in each
of their countries that will lead to stronger growth.

In a joint statement, the G-7 finance officials urge the US Federal Reserve to keep
pursuing policies that will contribute to sustained growth with stable inflation.

Economy Beazley (CANBERRA)

Opposition Leader KIM BEAZLEY says the current economic slowdown in Australia is the
direct result of federal government mismanagement, not of overseas factors.

Mr BEAZLEY has told the Seven Network he doesn't believe a deficit is on the cards,
but the economy is slowing.

He says that has nothing to do with the Americans and everything to do with the GST
and government incompetence in implementing the tax.

ABC (CANBERRA)

More than 2,000 people have turned out for today's Save the ABC rally in Sydney to

under managing director JONATHAN SHIER.

Experts are waiting for high tide to salvage a helicopter that crashed on the Great

The Bell 407 from the Capricorn Rescue Service hit Swain Reefs off the central Queensland

The two helicopter crewmen and the two men from the yacht were rescued at first light
yesterday and flown to Gladstone.

ISS computers (WASHINGTON)

NASA says two malfunctioning computers at the International Space State have been brought
back on-line, allowing astronauts to carry out a manoeuver using the station's robotic
arm.

The software problems caused delays in the team's work schedule and created uncertainty
around the trip to the station of US businessman DENNIS TITO.

TITO, the world's first paying space tourist, is now on his way to the ISS aboard the
Russian rocket SOYUZ.

A NASA spokesman says the US space shuttle Endeavour should be able to undock from
the space station in time for the arrival of the Soyuz spacecraft.

Mideast (GAZA CITY)

The Palestinian Authority has taken radical steps to try to stop anti-Israeli attacks
after threats of reprisals by the Jewish state.

The high council of Palestinian national security, meeting in Gaza City, has dissolved
the Fatah body responsible for shelling Israeli settlements.

Speaking by phone from the West Bank town of Ramallah, Palestinian leader YASSER ARAFAT
had told the council that the firing of mortar shells must stop.

The measures follow Israeli threats of reprisals after three mortar attacks on Jewish
settlements, one of which left five people wounded in the southern Gaza Strip.

WorkCover legislation.

A union will take a Victorian timber company to the Industrial Relations Commission

Tasmania warns it may defy Canberra over apple imports

Tasmania warns it's prepared to defy the federal government by unilaterally banning
importing New Zealand apples.

Primary Industries Minister DAVID LLEWELLYN says the state government's row with Biosecurity
Australia over apple imports has parallels with last year's dispute over raw salmon imports.

Tasmania successfully defied the federal government and the World Trade Organisation
by banning raw salmon imports because it feared they could introduce diseases.

Biosecurity Australia, in a draft import risk assessment, proposes allowing New Zealand
apples into the country, provided they come from areas clear of the disease fire blight.

It also stipulates they be dipped in chlorine.

But Mr LLEWELLYN, whose stand is backed by the Tasmanian apple and pear industry, says
these measures are inadequate.

He says the disease could have a devastating effect on an industry that produces 75
per cent of Australia's apple exports.

The state government today presented its submission to a Senate committee inquiring
into the issue.

The submission claims the scientists who carried out the risk assessment are apparently
more influenced by trade factors than biosecurity.

Fed: Police may report next week on Woomera child sex claim

PERTH, Dec 15 AAP - An inquiry by police into child-sex abuse claims concerning a 12-year-old
boy at the Woomera detention centre could report early next week, Immigration Minister
Philip Ruddock said today.

South Australia police and the state's Department of Family and Children's Services
had recently found, after investigating child-sex allegations against the boy's father,
that there was no evidence to sustain the claims, Mr Ruddock said today.

However, he said the department had reopened the investigation upon learning it had
not had access at the time of its inquiry to an incident report which may have been relevant
to the case.

Mr Ruddock said the allegations at the centre of the case were that the boy's faster
sold the youngster for sex so he could buy cigarettes.

The claims centred on "assumptions" from a nurse who reported last month that she was
concerned upon seeing the boy leaving a toilet block "holding his bottom", the minister
told Perth radio 6PR.

SA police were not immediately available to comment on when the outcome of their investigation
would be made public.

A separate, federal government inquiry, headed by former Foreign Affairs and Trade
Department secretary Philip Flood, is being held into procedures regarding abuse allegations
at detention centres.

Among a range of issues, that inquiry is probing why SA authorities did not have access
to an incident report concerning the 12-year-old boy at the time of its initial inquiry
into the sex-for-cigarettes claims.

Backyard pool owners have been warned not to swim while using pool cleaners after a

Sydney girl JULIE HADARIN had to be resuscitated after she became trapped on the pool floor.

The suction of the Pool Valet cleaning system was so strong that four adults who tried

The New South Wales government has launched an inquiry into the pool cleaning system

But it hasn't yet recalled the Pool Valet.

It crossed this morning at Whim Creek in the state's north-west.

Emergency services predict bigger coastal towns will escape its full wrath.
